Views sought - abolition of Empty Property Relief
Companies are being asked to comment on the Government's plans to remove the rate relief currently afforded empty properties.
Critics of the plans, including Bradford Chamber, say that cutting the relief periods would slow down or arrest development in some, weaker markets and should not, in any case, be introduced 'across the board'.
Bradford Chamber has prepared a letter to oppose the changes, which are outlined below, and now wants companies who may be directly affected to provide quotes/statements of how they think the proposals would be a bad idea.
If you wish to comment, please email Mike Cartwright at the Chamber with your comments.
The proposals:
- Limit 100% empty property relief to 3 months for offices, 6 months for industrial/warehouse; i.e. end the current 50% relief after 3 months for retail/office, and end permanent full relief for industrial/warehouse property
- A Treasury Review into land-use says distortions in land use is not justified in favour of industrial premises
- A new tax allowance (Business Premises Renovation Allowance) provides 100% allowance for owners renovating properties stood empty for one year, but only in Assisted Areas
- Secondary legislation is needed for the proposal – to take effect in April 08
The change is being opposed by others, including Yorkshire & Humber Chambers of Commerce and the Royal Institute of Chartered Surveyors.
